300 concrete plants in the process of R.D. 163/2019 certification

As of January 2021, around 300 concrete batching plants are in the process. Around 70 plants are already certified R.D. 163/2019.

 

According to information consulted with the different control bodies (Applus, Bureau Veritas, AENOR, OCA global…), of the 1,500 concrete plants in Spain, 70 are accredited and 300 have contracted the services of a control body.

 

There are 68 days left. R.D. 163/2019 established a period of 21 months expiring on 01/04/2021.

As of April, concrete plants must have a Factory Production Control System (FPCS) in place that covers, among others, the following aspects:

  • Personnel: qualification and HR management.
  • Control of raw materials, purchasing, product requirements, IIT (incoming inspection and testing).
  • Control of facilities, production equipment and inspection, measurement and testing equipment. It includes software of the plant, control of production equipment, measuring and testing equipment…
  • Concrete control (final product), product testing, according to EN 206 and EHE-08 (about to be repealed by the new structural code). Self-control plan.
  • Evaluation of resistance results, by means of normative criteria established in legislation and technical standards. Statistical control of results.
  • Control of supply (and during supply).
  • Control of documentation and traceability.
  • Production control laboratory: reports, personnel qualification, instructions, equipment calibration…
  • Control of environmental aspects: waste management, minimisation of environmental aspects…
